On the Formation of New Long-Term Models of Development, Security, and Governance


Dear Esteemed Innovators and Visionaries,

We are reaching out to you with the aim of initiating an institutional dialogue on the formation of new long-term models of development, security, and governance in the context of a rapid technological, political, moral, and economic transformation.

The world has entered a phase in which digital technologies, artificial intelligence, data, and global platforms are no longer merely instruments of growth. Increasingly, they define issues of sovereignty, resilience, and civilizational security. At the same time, existing political, regulatory, and market mechanisms are proving ever less capable of addressing the challenges posed by exponential technologies, cross-border digital ecosystems, and the intergenerational consequences of decisions made today.

Short-term political and economic cycles, fragmentation of jurisdictions, and competition among governance models generate systemic risks that cannot be overcome solely through politics, markets, or technology in isolation.

It is precisely in this context that the Charitable Foundation “International Security and Sustainable Development,” together with an international expert community, has developed a neutral institutional initiative set out in the Concept Note. Its purpose is to explore and design a new institutional architecture capable of ensuring long-term governance of digital technologies, scaling innovation, and fostering the development of global ecosystems based on the principles of freedom, equality, and justice.

A key element of the initiative is the concept of an Institutional Hub for Sustainable Development Project Management and a Digital Institutional Platform — not as another political forum or regulatory body, but as an institution engineered with clearly defined mechanisms of responsibility, ownership, accountability, and ethical decision-making. This model is designed to address challenges that transcend national borders, technological paradigms, and the time horizons of a single generation.

At this stage, the initiative does not entail a request for funding, support, or formal participation. Our objective is intellectual verification — a critical examination of the very feasibility of such institutions, their strengths and weaknesses, limits of scalability, and potential systemic risks.

We firmly believe that innovators and visionaries — those who create technologies, ecosystems, and new ways of thinking — are best positioned to provide the most valuable assessment of the realism and relevance of such approaches. Your experience in building scalable systems, managing complexity, and exercising long-term vision is critically important for understanding what institutions of the digital age should look like.

We would be grateful for your attention to this initiative and for any reflections, comments, or questions that may contribute to a deeper and more candid consideration of the proposed model.
